I had a Vorsa battery and kryptonite lock on my pannier and hit a bump going less than 10mph and the battery tore right through the bottom of the pannier. The rest of it seems pretty well built, so I figured it was a defective bag. When I asked for a refund they told me to sew it back together myself.
Considering how common it is to hit bumps on a commute, a 9lb spare battery could easily overcome the 12lb limit when slammed into the bottom of the bag.
Still, really good panniers for $60, but upgrade if you need to carry heavy stuff.
